President : Sgt. Fred Farris, Lenexa Police

Sergeant Fred Farris, Lenexa Kansas Police Department, is a 20 year veteran of law enforcement with 14 years SWAT experience and currently is a team leader.  Sergeant Farris has been associated with the KCMTOA for fourteen years serving as an instructor, training coordinator, and member of the board of directors.  Sergeant Farris instructs SWAT Supervision and Management, Basic SWAT and Patrol Response to Active Shooter Instructor courses for the National Tactical Officers Association and the IACP.  He also sits on NIJ workgroups examining Minimal Force Options and Tactical Equipment and Technology.

 

Vice President : Captain Ed Turner, Independence, MO Police

Captain Ed Turner, Independence Missouri Police Department, has 14 years experience in law enforcement and is currently the commander over the Special Operations Division.  His supervision consists of  SRT, K-9, EOD, CNT and TEMS.  Over a period of eleven years Captain Turner has participated at all levels of a tactical team from operator, team leader and operational commander.  His background of instruction is in firearms, team tactics, low light tactics, defensive tactics, active shooter, critical incident response for first responders, police professionalism and police academy instruction.  

 

Secretary/Treasurer : Major Steve Beamer, North Kansas City, MO Police

Major Steve Beamer is a 32 year veteran of the North Kansas City, MO Police Department.  He currently serves as the commander of the Patrol Division.  He has been a member of the department’s SWAT team for 25 years and currently is the team commander.  He has been a member of the MTOA for 12 years and is in his third year as a member of the board of directors.

 

Sgt. Brent Moore, Johnson County, KS Sheriff’s Office

Sergeant Brent Moore has served with the Johnson County Sheriff’s Office for nearly 14 years.  Sergeant Moore is a veteran of the United States Army where he spent five years as a Military Policeman.   Currently, Sergeant Moore is a Patrol Supervisor and has been a Team Leader for the Sheriff’s Emergency Response Team for the last seven years.  Sergeant Moore began instructing for the MTOA in 2006.  Since that time, Sergeant Moore has trained over 500 tactical officers from the metro area. 

Lt. Mike Butaud, Olathe, KS Police 

 

Lieutenant Mike Butaud, Olathe Kansas Police Department, is a 17 year veteran of law enforcement with 15 years SWAT experience.  Mike has been an operator, sniper, team leader, and is currently the team commander of the Tactical Support Unit.  Lt. Butaud has been associated with the KCMTOA for 15 years serving as an instructor and member of the board of directors.  Lt. Butaud has instructed Noise Flash Diversionary Devices, Extended Range Kinetic Impact Projectiles, Hostage Resource, and High Risk Search Warrant Entry for the KCMTOA.
